Strengthening the power to act

Subgroup “National Animation Council (CAN)”

 

The National Coordination Council (CAN) is an advisory body to the Board of Directors of Secours Catholique – Caritas France (SCCF). It brings together, for a two-year term, around sixty members representing the diversity of SCCF stakeholders, following a shared governance approach.

 

Following the 2023–2025 cycle, the CAN members wished to strengthen exchanges with international partners. The DAPI therefore proposed integrating an international partner into the CAN's work, based on principles of reciprocity and equality.

 

The 2025–2027 cycle will focus on the theme of support, around the question:
How can we describe and implement, in the current context, the support that the SCCF wishes to offer to the people being supported and to those who support them?

 

The France-international dimension occupies a central place, with support being at the heart of the SCCF's work in all contexts. The development of more horizontal partnerships is a key area of focus.

 

In this context, Caritas Natitingou is participating in the 2025–2027 Africa Cup of Nations with the following objectives:

 

  • actively contribute to the work of the CAN;

  • to make a substantive contribution on the topic of support;

  • disseminate the lessons learned within its organization and the CoRe II project;

  • share the impact of questioning development aid on the international action of the SCCF;

  • participate in the cycle review and methodological learning.

Subgroup “Change-Oriented Approaches (COA)”

 

Since 2021, DAPI has been experimenting with Change Oriented Approaches (COA) with partners and internally, particularly for the development of common strategies.

Implementing a monitoring and evaluation system (MES) based on the AOCs requires raising awareness and training program stakeholders. This work is fully aligned with the "Empowerment" methodological group and will be conducted in close collaboration with volunteer partners.

Exchanges of best practices between experienced and experimental organizations will strengthen participants' capacities. A specific experiment in change-oriented monitoring and evaluation, within the framework of the program's DSE (Development Support and Evaluation) component, will contribute to the overall learning dynamic, with methodological support from the Fund for the Promotion of Preliminary Studies, Cross-cutting Studies and Evaluations (F3E).
